Robocall Fines Rise To $10,000 Per Call Under Newly Passed Law (theverge.com) 62

After months of negotiations, Congress approved a landmark bill on Thursday to stop the flood of illegal robocalls. The president is expected to sign it into law within the next few days. The Verge reports: The Telephone Robocall Abuse Criminal Enforcement and Deterrence Act, or the TRACED Act, empowers the federal government with new abilities to go after illegal robocallers. Once TRACED is enacted, the Federal Communications Commission could fine robocallers up to $10,000 per call. It also would require major carriers like AT&T, Verizon, and T-Mobile to deploy a new technology called STIR/SHAKEN into their networks, which will make it easier for consumers to know if they're receiving a call from a spoofed number.

The House voted overwhelmingly to approve the measure earlier this month, and Thursday's unanimous Senate vote means the bill only requires President Trump's signature to become law. Rep. Mike Doyle (D-PA) said that the bill should be signed into law within the "next week or so."

An Investigation Into the Smartphone Tracking Industry (nytimes.com) 52

Every minute of every day, everywhere on the planet, dozens of companies -- largely unregulated, little scrutinized -- are logging the movements of tens of millions of people with mobile phones and storing the information in gigantic data files. The Times Privacy Project obtained one such file, by far the largest and most sensitive ever to be reviewed by journalists. It holds more than 50 billion location pings from the phones of more than 12 million Americans as they moved through several major cities, including Washington, New York, San Francisco and Los Angeles. The New York Times: Each piece of information in this file represents the precise location of a single smartphone over a period of several months in 2016 and 2017. The data was provided to Times Opinion by sources who asked to remain anonymous because they were not authorized to share it and could face severe penalties for doing so. The sources of the information said they had grown alarmed about how it might be abused and urgently wanted to inform the public and lawmakers. After spending months sifting through the data, tracking the movements of people across the country and speaking with dozens of data companies, technologists, lawyers and academics who study this field, we feel the same sense of alarm. In the cities that the data file covers, it tracks people from nearly every neighborhood and block, whether they live in mobile homes in Alexandria, Va., or luxury towers in Manhattan.

One search turned up more than a dozen people visiting the Playboy Mansion, some overnight. Without much effort we spotted visitors to the estates of Johnny Depp, Tiger Woods and Arnold Schwarzenegger, connecting the devices' owners to the residences indefinitely. If you lived in one of the cities the dataset covers and use apps that share your location -- anything from weather apps to local news apps to coupon savers -- you could be in there, too. If you could see the full trove, you might never use your phone the same way again.

FCC Funds 25Mbps, Data-Capped Satellite In Rural Areas (arstechnica.com) 53

An anonymous reader quotes a report from Ars Technica: The Federal Communications Commission is giving $87.1 million in rural-broadband funding to satellite operator Viasat to help the company lower prices and raise data caps. The FCC's Connect America Fund generally pays ISPs to expand their networks into rural areas that lack decent home Internet access. Viasat's satellite service already provides coverage of 98 percent of the US population in 50 states, so it doesn't need government funding to expand its network the same way that wireline operators do. But Viasat will use the money to offer Internet service "at lower cost to consumers, while also permitting higher usage allowances, than it typically provides in areas where it is not receiving Connect America Fund support," the FCC said in its announcement yesterday.

Viasat's $87.1 million is to be used over the next 10 years "to offer service to more than 121,700 remote and rural homes and businesses in 17 states." Viasat must provide speeds of at least 25Mbps for downloads and 3Mbps for uploads. While the funding for Viasat could certainly improve access for some people, the project helps illustrate how dire the broadband shortage is in rural parts of many states. Viasat's service is generally a last-ditch option for people in areas where there's no fiber or cable and where DSL isn't good enough to provide a reasonably fast and stable connection. Viasat customers have to pay high prices for slow speeds and onerous data limits.
A Viasat spokesperson wouldn't comment on what prices and data caps will be applied to the company's FCC-subsidized plans. Viasat said it will provide the required 25Mbps service "along with an evolving usage allowance, and at FCC-defined prices, to certain areas, where we will be subject to a new range of federal and state regulations."

Night Mode Could Actually Be Worse For Your Sleep Pattern, Study Finds (cnet.com) 41

According to a new study published in Current Biology, the "night mode" on your phone could actually be worse for your sleep pattern. Scientists say the blue light, which is significantly reduced when night mode is enabled, could be telling our brain that it's night time because it resembles the colors of twilight. From the report: According to the study, brightness levels are more important than color when it comes to stimulating the body clock. However, when the light is equally dim, blue is more relaxing than yellow. This makes basic sense: daylight is yellow, twilight is blue, and sunrise and sunset are pretty reliable ways to tell your body clock what time it is. Of course, at this point, we only know it works on mice -- and mice don't have phones. "We think there is good reason to believe it's also true in humans," says Dr Brown, lead author of the study.

There is perhaps a more obvious truth to be drawn -- if your phone is telling you to switch to night mode, it is time to put down your phone. It is not the color of the screen that is keeping you awake; it is all the stuff your phone offers as an alternative to sleep at 2am. There is only one real night-mode switch: the off button.

UK Proposes Plan To Ban Sales of Locked Mobile Phones (engadget.com) 36

The UK's communications regulator is proposing a rule to ban carriers from selling phones that are tied to their networks. From a report: O2, Sky, Three, Virgin Mobile and some smaller carriers already offer unlocked phones, but Ofcom wants the likes of BT Mobile/EE, Tesco Mobile and Vodafone to do the same. It's also seeking better clarity for customers about whether their handset is locked. While O2, Virgin and Three previously sold locked devices, they switched to unlocked phones in recent years. BT Mobile, on the other hand, sold unlocked devices until February 2018, at which point it switched to a locked device policy, akin to sibling network EE.

Apple Pulls App That Let You Turn Your Phone Into a Virtual iPod With Click Wheel (theverge.com) 39

Rewound, the basic music player app released last week that you could skin to make your iPhone look remarkably like an iPod Classic, has been pulled from the App Store, according to Rewound blog post published on Medium. The Verge reports: The blog says that Apple pulled the app because it copied the iPod's design, charged for Apple Music features, and people could mistake the app for an Apple product. The blog makes the case that the app had a pretty basic interface that looked nothing like an Apple app, and the iPod classic skins didn't come preinstalled. (You had to download them after you had already installed the app.) We've asked Apple for comment, and we'll update this story when we hear back.

The Rewound blog says the iOS app can't be updated without "breaking the app for all 170,000+ users," but the developer, Louis Anslow, says he will attempt to bring the app back in some way. On a GoFundMe page for continued development of Rewound, Anslow says he will "try some tweaks to get Rewound resubmitted" on the App Store and that the GoFundMe will help support development of a web app and an Android app.
On the GoFundMe page, Anslow says it "isn't clear if Apple will ever allow Rewound back on the [App Store]," and states that "we are not promising fully finished versions" of any of the apps.

Google Warns Turkish Partners Over New Android Phones Amid Dispute (reuters.com) 16

Google has told its Turkish business partners it will not be able to work with them on new Android phones to be released in Turkey, after the Turkish competition board ruled that changes Google made to its contracts were not acceptable. From a report: Turkey's competition authority had fined Google 93 million lira ($17.4 million) in September 2018 for violating competition law with its mobile software sales. The company was given six months to make changes to restore competition. Turkey's competition board ruled on Nov. 7 that changes which Google made in its contracts with its business partners in line with the board's demands were inadequate as they still did not allow changes to the default search engine.

America's FCC Votes Unanimously To Divide 'Safety Spectrum' Into Wifi and Auto Applications (consumerreports.org) 64

"The Federal Communications Commission voted unanimously Thursday to push a plan forward that would take away several channels of airwaves from automakers and local governments that have been planning to build out a communication network for cars and surrounding smart infrastructure," writes Consumer Reports, in an article shared by McGruber.

"The 5-0 commission vote indicated how much ground the auto industry has lost in protecting the airwaves that have been reserved since 1999 as a so-called safety spectrum." The industry and some state and local governments have been counting on it to deliver vehicle-to-everything communications, or V2X, that could improve safety and also help in the development of self-driving-car technology... The FCC plan would all but kill an approach to V2X that relies on short-range radio, called DSRC, that has been deployed by local governments at some 100 test sites around the country, safety advocates say. That could mean hundreds of millions of dollars in taxpayer-funded local investments into smart traffic lights and other smart road technology would be wasted, according to state officials. The FCC plan would divide 75 MHz of the safety spectrum between WiFi and auto safety applications. The FCC proposal allocates 20 MHz for a newer V2X technology, known as C-V2X, and leaves 10 MHz for either C-V2X or DSRC.

All five FCC commissioners spoke about the vast economic potential of more airwaves dedicated to WiFi, and said not enough had happened with the V2X technology to continue to set aside so much spectrum for its exclusive use.

Republican Commissioner Michael O'Rielly said some opponents of the FCC plan might say the move puts vehicle safety in jeopardy or will lead to increased fatalities. "That is pure gibberish," O'Rielly said at the hearing. "Everyone on this dais wants our families, friends, neighbors, countrymen, and countrywomen to be safe when traveling in motor vehicles. DSRC hasn't come anywhere close to fruition." Democratic Commissioner Jessica Rosenworcel said other countries were dedicating less than 75 MHz to V2X applications, and the 10 MHz that could be available for DSRC in the FCC plan matches what Japan is doing.

The article concludes that the commission "will collect and analyze public comments over the next several months before any plan becomes final.

When China and Other Big Countries Launch Cryptocurrencies, It Will Kick Off a Global Revolution (theconversation.com) 166

There has been a massive rise in the number of bilateral agreements between central banks that allow two countries to swap currencies directly, a large number involving China. Meanwhile, a number of countries, including Germany and the Netherlands, have been repatriating their gold reserves from vaults in the US where they had long been stored. From a report: Yet by comparison, major sovereign digital currencies based on blockchain technology would be revolutionary. Blockchains are encrypted ledgers for storing information that are decentralized rather than being under any country's or company's control. When applied to international payments, this offers the prospect of much more transparent and cheaper transactions than SWIFT. It could cut the payments time lag from a couple of days to one second, and the cost from 0.01% to almost nothing. It will have the capacity to handle far higher volumes of payments, partly since they won't require bank accounts or even internet access.

Cryptocurrencies like Bitcoin and XRP have been a good experiment in using blockchains for international payments. Yet when countries issue equivalents of their own, these will have even more advantages. They will be backed by states, and completely decentralized cryptocurrencies like Bitcoin will not be able to compete with this. While technological change has been incredibly fast in the information era, the system of international payments has lagged behind. But once sovereign digital currencies start taking off, this will suddenly change. Just like smartphones quickly eliminated most old cell phones, no countries will be able to reject blockchain payments for long. So while, for example, the US Treasury Secretary Steve Mnuchin recently said that his country does not see itself launching a digital dollar in the next five years, there will be a moment when the political centre of gravity will shift and everyone will join the revolution. After the 5G network and the Internet of Things really mushroom in the next couple of years, it will be possible to replace the existing system even faster. This will be the beginning of a new international monetary era.

Less Than 10 Percent of Americans Are Buying $1,000 Smartphones, Report Says (9to5google.com) 126

According to a new report from research firm NPD, less than 10% of Americans are actually spending $1,000 or more on a smartphone. 9to5Google reports: The report was produced by research firm NPD and shows that while the media and brand focus is on the flagships such as the Samsung Galaxy Note 10, Galaxy S10, and iPhone 11 Pro, everyday Americans are less likely to spend their hard-earned dollars on these expensive trinkets. NPD does note in their report that this could be due to the rate of 5G adoption. Currently, 5G is in its early rollout stages in the U.S., with many regions simply not covered. 5G-enabled smartphones are thin on the ground and also come with the associated "early adopter" price-tags of well over $1000 in most cases -- although that isn't the case with products like the OnePlus 7T Pro 5G McLaren edition.

Some buyers may simply be holding out until 5G becomes more affordable or viable before taking the plunge and opting for those $1000+ flagship smartphones. The report also highlights the significant difference in buying habits from region to region. NPD notes that those living in major cities such as Los Angeles and New York City are far more likely to spend over $1000 on a smartphone.

Samsung Has Sold 1 Million Galaxy Fold Smartphones (techcrunch.com) 34

An anonymous reader shares a report: Today at TechCrunch Disrupt Berlin, Samsung Electronic's President Young Sohn revealed the company has sold 1 million foldable Galaxy Fold smartphones. Estimates from October pegged sales at that time at 500,000 units. "And I think that the point is, we're selling [a] million of these products," Sohn said. "There's a million people that want to use this product at $2,000." Today's conversation at Disrupt Berlin focused around growth through innovation. Sohn commented on the sales number while explaining Samsung's process of releasing products to get feedback. He said, in part, if they kept devices like the Fold in labs, they wouldn't get the input they needed.

Apple's Ad-Targeting Crackdown Shakes Up Ad Market (theinformation.com) 105

Two years ago, Apple launched an aggressive battle against ads that track users across the web. Today executives in the online publishing and advertising industries say that effort has been stunningly effective -- posing a problem for advertisers looking to reach affluent consumers. The Information reports: Since Apple introduced what it calls its Intelligent Tracking Prevention feature in September 2017, and with subsequent updates last year, advertisers have largely lost the ability to target people on Safari based on their browsing habits with cookies, the most commonly used technology for tracking. One result: The cost of reaching Safari users has fallen over 60% in the past two years, according to data from ad tech firm Rubicon Project. Meanwhile ad prices on Google's Chrome browser have risen slightly.

That reflects the fact that advertisers pay more money for ads that can be targeted at people with specific demographics and interests. "The allure of a Safari user in an auction has plummeted," said Rubicon Project CEO Michael Barrett. "There's no easy ability to ID a user." This shift is significant because iPhone owners tend to be more affluent and therefore more attractive to advertisers. Moreover, Safari makes up 53% of the mobile browser market in the U.S., according to web analytics service Statscounter. Only about 9% of Safari users on an iPhone allow outside companies to track where they go on the web, according to Nativo, which sells software for online ad selling. It's a similar story on desktop, although Safari has only about 13% of the desktop browser market. In comparison, 79% of people who use Google's Chrome browser allow advertisers to track their browsing habits on mobile devices through cookies. (Nativo doesn't have historical data so couldn't say what these percentages were in the past.)

Apple May Use Carbon-Free Aluminum In New iPhones (bloomberg.com) 43

An anonymous reader quotes a report from Bloomberg: Apple is taking delivery this month of the first batch of carbon-free aluminum produced by a Montreal-based venture, helping move the iPhone maker closer to its greenhouse-gas reduction goal. Elysis, a joint venture between Rio Tinto Group and Alcoa Corp. backed by Apple, uses new technology that emits pure oxygen when producing aluminum. Apple has said in an environment report that 80% of its emissions from an iPhone 8 came during the production phase. The metal is also used in iPads, Macs and Apple watches. Rio's commercial network is handling the first delivery to Apple, a Rio spokesman said in an email. The metal being shipped to Apple was produced at the Alcoa Technical Center in Pittsburgh. "This first sale is tangible evidence of our revolutionary work to transform and disrupt the conventional smelting process by making a process that is both more efficient and more sustainable," Benjamin Kahrs, an Alcoa executive vice president and Chief Innovation Officer, said in a statement.

Apple Will Reportedly Release An iPhone Without Any Ports In 2021 (9to5mac.com) 91

Apple analyst Ming-Chi Kuo says there will be four new OLED iPhone models in 2020, followed by a new iPhone without a Lightning port in 2021. 9to5Mac reports: In 2021, Kuo is predicting a followup to the iPhone SE 2 as well as a new iPhone model without Lightning connectivity. Kuo says that this would "provide the completely wireless experience," meaning there would be no ports at all rather than a switch to USB-C from Lightning. Kuo implies that Apple only plans to remove the Lightning port from the "highest-end model" at first, rather than from the entire iPhone lineup at once. Kuo says The 2021 followup to the iPhone SE 2, which Kuo refers to as the "iPhone SE 2 Plus," will reportedly feature an all-screen design without a Home button. Kuo predicts this device will have a screen size of either 5.5-inches or 6.1-inches. Interestingly, Kuo says the iPhone SE 2 Plus still won't include Face ID authentication. Instead, Apple is reportedly planning to integrate Touch ID into the power button on the side of the device. As for the 2020 OLED iPhones, here's what Kuo had to say: Kuo predicts that Apple will introduce 5.4-inch, two 6.1-inch, and a 6.7-inch OLED iPhone models in 2020. He says that all four of these iPhones will also feature 5G connectivity. The difference between all of these models, other than screen sizes, will be camera technology. According to Kuo, the 5.4-inch OLED iPhone will feature a dual-camera setup on the back. The lower-end 6.1-inch iPhone will feature a similar dual-camera system. The higher-end 6.1-inch model and the 6.7-inch model will include triple-lens camera setups as well as time-of-flight 3D sensing technology. In terms of design for the 2020 OLED iPhone, Kuo says the form factor will be "similar to the iPhone 4."

Qualcomm's Snapdragon 765 Chip Could Usher In the First Affordable 5G Phones (theverge.com) 39

In addition to the flagship Snapdragon 865 processor, Qualcomm announced details about its other new chip, the midrange Snapdragon 765. "The 765 might actually be the more interesting of the two, thanks to its integrated 5G modem and its likely future of powering cheaper, midrange devices," reports The Verge. From the report: Right now, there's not a lot of 5G devices out there, and the ones that are around tend to be very expensive. The upcoming 865 might help with that. By default, it'll only work with the X55 5G modem, meaning every Android flagship with a Snapdragon 865 (i.e., nearly all of them) will, in theory, be a 5G phone next year. But even cheaper Android phones with Qualcomm's top processor tend to cost upwards of $750. 700-series chips, on the other hand, are found in far cheaper phones, like HMD's Nokia phones, which hit much lower prices.

It's a much lower barrier to entry for 5G than anything currently available, and it could be a big part of making the next-generation network accessible to more customers, not just those who are willing to shell out for the top phones. In fact, it's possible that the Snapdragon 765 will enable better 5G experiences than phones with the 865. That's because, unlike the Snapdragon 865, the 765 has a less powerful X52 modem. It's capable of lower speeds (maxing out at 3.7 Gbps, instead of the 7 Gbps the X55 is theoretically capable of). But it has a big advantage: that 5G modem is integrated directly in the 765 chipset, meaning it should offer improved power efficiency (and, therefore, battery life) than the X55, which is its own separate chip. It'll also support a wider range of 5G standards than the current X50 modem, with Qualcomm promising support for mmWave and sub-6GHz, standalone and non-standalone 5G, and TDD and FDD with Dynamic Spectrum Sharing (DSS) network types.
Both the Snapdragon 765 and 765G, which features a new Qualcomm Adreno 620 GPU, are expected to come to market in the first quarter of 2020.

The iPhone 11 Pro's Location Data Puzzler (krebsonsecurity.com) 74

Brian Krebs: One of the more curious behaviors of Apple's new iPhone 11 Pro is that it intermittently seeks the user's location information even when all applications and system services on the phone are individually set to never request this data. Apple says this is by design, but that response seems at odds with the company's own privacy policy. The privacy policy available from the iPhone's Location Services screen says, "If Location Services is on, your iPhone will periodically send the geo-tagged locations of nearby Wi-Fi hotspots and cell towers (where supported by a device) in an anonymous and encrypted form to Apple, to be used for augmenting this crowd-sourced database of Wi-Fi hotspot and cell tower locations."

The policy explains users can disable all location services entirely with one swipe (by navigating to Settings > Privacy > Location Services, then switching "Location Services" to "off"). When one does this, the location services indicator -- a small diagonal upward arrow to the left of the battery icon -- no longer appears unless Location Services is re-enabled. The policy continues: "You can also disable location-based system services by tapping on System Services and turning off each location-based system service." But apparently there are some system services on this model (and possibly other iPhone 11 models) which request location data and cannot be disabled by users without completely turning off location services, as the arrow icon still appears periodically even after individually disabling all system services that use location.

Brother of Drug Lord Pablo Escobar Launches 'Unbreakable' Foldable Smartphone (neowin.net) 107

Roberto Escobar, brother of the late drug lord Pablo Escobar, has announced a foldable smartphone that is "very difficult to break" thanks to the screen's "special type of plastic." The Escobar Fold 1, as it is called, significantly undercuts Samsung's Galaxy Fold and Huawei Mate X with a price of only $349. Neowin reports: While all the foldable phones announced so far have a price tag of at least $1,500+, the Escobar Fold 1 will be available from only $349 which includes free shipping and a case as well. It will be sold unlocked and work on all compatible networks worldwide. This makes it cheaper than other non-foldable flagship smartphones available in the market right now.

The drug lord's brother has been able to price the phone so low by cutting out the middlemen like networks and retailers. He is also preparing to file a $30 billion class-action lawsuit against Apple for scamming people and wants the company to "give some of their illegal profits back to the people." Like the Huawei Mate X, the Escobar Fold can be unfolded to turn it into a tablet with a screen size of 7.8-inches. The expanded AMOLED display has a 4:3 aspect ratio and an FHD+ resolution. The design language is different from the Samsung Galaxy Fold which features two separate displays, one of which folds.

Huawei Manages To Make Smartphones Without American Chips (arstechnica.com) 123

An anonymous reader quotes a report from The Wall Street Journal: Huawei's latest phone, which it unveiled in September -- the Mate 30 with a curved display and wide-angle cameras that competes with Apple's iPhone 11 -- contained no U.S. parts, according to an analysis by UBS and Fomalhaut Techno Solutions, a Japanese technology lab that took the device apart to inspect its insides. In May, the Trump administration banned U.S. shipments to Huawei as trade tensions with Beijing escalated. That move stopped companies like Qualcomm Inc. and Intel Corp. from exporting chips to the company, though some shipments of parts resumed over the summer after companies determined they weren't affected by the ban.

While Huawei hasn't stopped using American chips entirely, it has reduced its reliance on U.S. suppliers or eliminated U.S. chips in phones launched since May (Warning: source paywalled; alternative source), including the company's Y9 Prime and Mate smartphones, according to Fomalhaut's teardown analysis. Similar inspections by iFixit and Tech Insights Inc., two other firms that take apart phones to inspect components, have come to similar conclusions. With the Mate 30, audio chips supplied in older versions came from Cirrus Logic. In the newer Mate 30 models, chips were provided by NXP Semiconductors NV, a Dutch chip maker, according to Fomalhaut. Power amplifiers provided by Qorvo or Skyworks were replaced with chips from HiSilicon, Huawei's in-house chip design firm, the teardown analysis showed.
A Huawei spokesman said it is the company's "clear preference to continue to integrate and buy components from U.S. supply partners. If that proves impossible because of the decisions of the U.S. government, we will have no choice but to find alternative supply from non-U.S. sources."

Qualcomm's Next-gen Snapdragon 865 Mobile Chip Focuses on 5G (pcworld.com) 6

Qualcomm uncorked this year's version of its Snapdragon Technology Summit by announcing the names of its two new upcoming Snapdragon chips, the Snapdragon 865 and the Snapdragon 765/765G. Not surprisingly, the emphasis this year is on 5G, and the "AI" which those chips will apply for software enhancements. From a report: Because this is the Snapdragon Technology Summit, we expect to hear more details of each of these chips in the coming days. For now, however, Qualcomm is just teasing the names and their basic capabilities. Qualcomm's Snapdragon chips are some of the most prevalent processors in smartphones and a mainstay in high-end flagships, powering the Samsung Galaxy S10 and OnePlus 7 Pro among others. Both of these phones incorporate the Qualcomm Snapdragon 855 that was introduced at last year's Snapdragon Summit, and it's fair to say we'd expect the eventual successor of those phones to use the new chips, as well.

Alex Katouzian, senior vice president and general manager of mobile at Qualcomm Technologies, introduced both the Snapdragon 865 and the Snapdragon 765/765G but said nothing about a enhanced "Plus" version, as Qualcomm introduced with the Snapdragon 855 Plus midway through this year. Specifically, Katzouian said, the Snapdragon 865 will be built around the Snapdragon X55, Qualcomm's second-gen 5G modem that the company launched in February of this year. The X55 was part of the "Project Limitless" PC platform Qualcomm showed off with Lenovo at Computex, but is expected to be much more of a factor within smartphones.
