The Average Household Will Surpass ISP's 1TB Data Caps Within 3 Years, Study Finds (decisiondata.org) 139

According to an analysis from Decision Data, the average broadband-connected U.S. household will surpass current 1TB ISP data caps before 2024. What this could translate to is more overage fees for customers, unless ISPs like Comcast and CenturyLink abandon data caps or continue to waive fees, like some are doing due to the pandemic. From the report: As we reported this month, the average home internet customer is now using close to 400GB of data a month, a number that would have surpassed the original ISP data caps from 2016 by over 50-100GB. At current fee structures for overages (which vary by provider), this would add between $200-$250 a year to the average household cable bill. Our newest analysis of historical FCC data and trending usage data predicts that within the next three years, or before the year 2024, the average household will use over 1TB of broadband data a month, putting them above the current caps. The mean will likely remain below current cap numbers, but as more households turn into power users, the average will continue to spike.

Interestingly, we started conducting research on this trend prior to the COVID-19 pandemic. Toward the end of our research and as self-isolation policy started peaking, we are now seeing the largest spikes in home internet usage in history, far beyond what we could have previously predicted or analyzed. ISPs have properly responded by placing temporary holds on their overage fees for breaching data caps, which reflect that many more consumers have reached or exceeded the 1TB monthly data cap during the pandemic. While we believe this spike will mellow as people return to a more normal life in the next 12 months, it will still settle considerably above pre-outbreak levels. As policy gravitates toward more generalized self-isolation and work-from-home, we expect a substantial overall increase of demand on home internet to remain.

Governments, private companies and researchers observe the health, habits and movements of citizens, often without their consent. It is a massive effort, aimed at enforcing quarantine rules or tracing the spread of the coronavirus, that has sprung up pell-mell in country after country.

"This is a Manhattan Project-level problem that is being addressed by people all over the place," said John Scott-Railton, a senior researcher at Citizen Lab, a research center at the University of Toronto. He is among a group of researchers and privacy advocates who say there is not enough debate over the consequences and utility of the new surveillance tools, and no indication how long the scrutiny will last -- even as the flood of prying apps are becoming a reality for millions of people, like solitude and face masks....

At least 27 countries are using data from cellphone companies to track the movements of citizens, according to Edin Omanovic, the advocacy director for Privacy International, which is keeping a record of surveillance programs. At least 30 countries have developed smartphone apps for the public to download, he said... In South Korea, millions of people have signed up to use websites or apps that show how the virus is spreading. More than 2 million Australians quickly downloaded a coronavirus contact-tracing app that was released last Sunday.

But 3 in 5 Americans say they are unwilling or unable to use an infection-alert system being developed by Google and Apple, a Washington Post-University of Maryland poll has found.

Xiaomi Found Recording 'Private' Web and Phone Use, Researchers Claim (forbes.com) 54

According to an exclusive report from Forbes, cybersecurity researcher Gabi Cirlig discovered that his Xiaomi Redmi Note 8 smartphone was watching much of what he was doing and sending that data to remote servers hosted by Chinese tech giant Alibaba, which were ostensibly rented by Xiaomi. From the report: The seasoned cybersecurity researcher found a worrying amount of his behavior was being tracked, whilst various kinds of device data were also being harvested, leaving Cirlig spooked that his identity and his private life was being exposed to the Chinese company. When he looked around the Web on the device's default Xiaomi browser, it recorded all the websites he visited, including search engine queries whether with Google or the privacy-focused DuckDuckGo, and every item viewed on a news feed feature of the Xiaomi software. That tracking appeared to be happening even if he used the supposedly private "incognito" mode.

The device was also recording what folders he opened and to which screens he swiped, including the status bar and the settings page. All of the data was being packaged up and sent to remote servers in Singapore and Russia, though the Web domains they hosted were registered in Beijing. Meanwhile, at Forbes' request, cybersecurity researcher Andrew Tierney investigated further. He also found browsers shipped by Xiaomi on Google Play -- Mi Browser Pro and the Mint Browser -- were collecting the same data. Together, they have more than 15 million downloads, according to Google Play statistics. Cirlig thinks that the problems affect many more models than the one he tested.
In response to the findings, Xiaomi said, "The research claims are untrue," and "Privacy and security is of top concern," adding that it "strictly follows and is fully compliant with local laws and regulations on user data privacy matters." A spokesperson did however confirm it was collecting browsing data, claiming the info was anonymized and users had consented to it.

Cirlig and Tierney pointed out that Xiaomi "was also collecting data about the phone, including unique numbers for identifying the specific device and Android version," reports Forbes. "Cirlig said such 'metadata' could 'easily be correlated with an actual human behind the screen.'"

The researchers also say they found their Xiaomi apps to be sending data to domains that appeared to reference Sensor Analytics, which Xiaomi says "provides a data analysis solution for Xiaomi," adding that that the collected anonymous data "are stored on Xiaomi's own servers and will not be shared with Sensor Analytics, or any other third-party companies."

An interesting move that reminds me of the recent introduction of the Google-free Huawei Mate 30. A pithy explainer of its "privacy by design ecosystem" -- and the point of "Android without Google" -- further notes: "We have removed many pieces of code that send your personal data to remote servers without your consent. We don't scan your data in your phone or in your cloud space, and we don't track your location a hundred times a day or collect what you're doing with your apps."

According to TechCrunch, the e/OS variant of the Firephone 3 ships from May 6, priced at just under 480 euros -- "a 30 euro premium on the Googley flavor of Android you get on the standard Fairphone 3." The report adds that existing owners of the Fairphone 3 can manually install /e/OS gratis via an installer on its website.

Apple Will Make It Easier To Unlock Your iPhone While Wearing a Face Mask (techcrunch.com) 65

Face ID was a great idea -- until large swathes of the world were forced to wear face masks, rendering it largely useless. Apple has apparently heard our pain. From a report: Users are reporting a subtle new feature in the latest developer version of iOS 13.5 that will make it easier to unlock your iPhone without having to take off your protective face mask. Videos shared on Twitter by Robert Petersen and Guilherme Rambo show that Apple devices with Face ID will jump to the backup passcode-entry screen if it detects a mask. That's not only helpful if you're unlocking your phone dozens of times a day -- which we all do -- but it's also helping to keep people safe by not forcing users to take off their masks and potentially exposing themselves to the virus.

Newly Discovered macOS Image Capture Bug Can Fill Up Hard Drives With Empty Data (macrumors.com) 25

An anonymous reader quotes a report from MacRumors: A bug has been discovered in Apple's macOS Image Capture app that needlessly eats up potentially gigabytes of storage space when transferring photos from an iPhone or iPad to a Mac. Discovered by the developers of media asset management app NeoFinder and shared in a blog post called "Another macOS bug in Image Capture," the issue occurs when Apple's Mac tool converts HEIF photos taken by iOS to more standard JPG files. This process happens when users uncheck the "Keep Originals" option in Image Capture's settings, which converts the HEIC files to JPG when copied to Mac. However, the app also inexplicably adds 1.5MBs of empty data to every single file in the process.

It's worth noting that the bug only occurs when transferring photos from Apple devices, not when importing photos from digital cameras using Image Capture. NeoFinder's team says it has notified Apple of the bug, and the developers suggest anyone plagued by the issue can try using a new beta version of the third-party utility Graphic Converter, which includes an option to remove the unwanted empty data from the JPEG files.

Apple Delays Mass Production of 2020 Flagship iPhones (wsj.com) 22

According to The Wall Street Journal, Apple is delaying the production ramp-up of its 2020 flagship smartphones by about a month, "as the coronavirus pandemic weakens global consumer demand and disrupts manufacturing across Asia, the heart of the consumer electronics supply chain." From the report: Apple is forging ahead with plans to release four new iPhone models later this year, people familiar with its plans say. The phones, some with 5G connectivity, will vary in price and come in three sizes -- 5.4 inches, two measuring 6.1 inches, and one at 6.7 inches, all featuring organic light-emitting diode, or OLED, screens, the people said. Apple's annual product refresh fuels the majority of iPhone sales for an entire year, making new phones the linchpin of a business segment that accounts for more than half of the company's total revenue.

Apple usually unveils new iPhone models in mid-September and begins selling them before the end of the month. To do so, it usually ramps up mass-production in the early summer, building up inventory around August. This year, while Apple would still be building some of the new phones in the July-to-September period, the mass-production ramp-up will slide back by about a month, the people said. Apple is slashing the number of handsets that it plans to make in the second half of this year by as much as 20%, one of the people said. It isn't clear whether the slashed amount for 2020 would be pushed back into 2021 for manufacturing.

How Australia's New Contact-Tracing App Tries to Fight Covid-19 While Protecting Privacy (health.gov.au) 66

"Australia's coronavirus tracing app, dubbed COVIDSafe, has been released as the nation seeks to contain the spread of the deadly pandemic," reports ABC.net.au: People who download the app will be asked to supply a name, which can be a pseudonym, their age range, a mobile number and post code. Those who download the software will be notified if they have contact with another user who tests positive for coronavirus... Using Bluetooth technology, the app "pings" or exchanges a "digital handshake" with another user when they come within 1.5 metres of each other, and then logs this contact and encrypts it.

The data remains encrypted on a user's phone for 21 days, after which it is deleted if they have not been in contact with a confirmed case. The application will have two stages of consent that people will have to agree to: initially when they download the app so data can be collected, and secondly to release that data on their phone if they are diagnosed with the virus. If a person with the app tested positive to COVID-19, and provided they consent to sharing the information, it will be sent to a central server. From here, state and territory health authorities can access it and start contacting other people who might have contracted coronavirus...

The app is voluntary and it will be illegal to force anyone to download it.

In addition, Australia "will make it illegal for non-health officials to access data collected on smartphone software to trace the spread of the coronavirus," reports Reuters, citing comments Friday by Prime Minister Scott Morrison "amid privacy concerns raised by the measure." Australia has so far avoided the high death toll of other countries, with only 78 deaths, largely as a result of tough restrictions on movement that have brought public life to a standstill. The federal government has said existing "social distancing" measures will remain until at least mid-May, and that its willingness to relax them will depend on whether people download the smartphone "app" to identify who a person with the illness has had contact with...

Morrison also confirmed a local media report which said the data would be stored on servers managed by AWS, a unit of U.S. internet giant Amazon.com Inc, but added that "it's a nationally encrypted data store".

"The spec for it is very privacy-positive," writes Slashdot reader Bleve97, adding "It will be interesting to see what it looks like once it's been disassembled in a sandbox and played with!"

And Slashdot reader betsuin has already installed it (adding that the app "does not require GPS... I've installed, GPS is off on my rooted device."

Should GPS Also Be Used For Contact Tracing? (trust.org) 110

Reuters reports: Google and Apple have sought to build public trust by emphasizing that the changes they are making to Bluetooth to allow the tracing apps to work will not tap phones' GPS sensors, which privacy activists see as too intrusive. But the states pioneering the apps -- North and South Dakota, and Utah -- say allowing public health authorities to use GPS in tandem with Bluetooth is key to making the system viable...

Apple and Google said on Friday that they still have not decided how to proceed. "I would encourage them to go for the 'and' and not the 'or' solution," North Dakota Governor Doug Burgum said of Apple and Google in an interview late Thursday. "During this new normal, there is a place for having solutions that protect privacy and enable more efficient contact tracing," said Burgum... "What Utah wanted to understand is not just who is spreading [the virus] to whom but also location zones," said Jared Allgood, chief strategy officer for Twenty, the startup which developed Utah's app for an initial $1.75 million. GPS location data allows authorities to decide which businesses may need to be closed because the virus is spreading there, and prioritize which contacts of diagnosed patients to test...

Anonymized GPS location data is already playing a key role in an early version of Care19, an app that about 40,000 people have signed up for in North and South Dakota. Authorities currently ask Care19 users to give them permission for timestamped GPS location data, which allows officials to manually call places where users could have spread the virus and ask for names and numbers of others who may have been there at the same time.

North Dakota's governor suggests that not everyone is concerned about sharing their GPS data. "Some people are completely opposed to an intrusion on privacy," he told Reuters, "but there's a younger generation sharing their location on dozens of apps. There may be a set of people highly social, young and going out to bars who may see this tool as fantastic."

And Yahoo News reports another concern about contact tracing. "Some argue the information should be pushed out to a central server managed by a trustworthy government or health care entity, while others insist that data remain on individual devices."

Apple and Google Pledge To Shut Down Coronavirus Tracker When Pandemic Ends (theverge.com) 63

An anonymous reader quotes a report from The Verge: On Friday, Apple and Google revised their ambitious automatic contact-tracing proposal, just two weeks after the system was first announced. An Apple representative said the changes were the result of feedback both companies had received about the specifications and how they might be improved. The companies also released a "Frequently Asked Questions" page, which rehashes much of the information already made public. On a call accompanying the announcement, representatives from each company pledged for the first time to disable the service after the outbreak had been sufficiently contained. Such a decision would have to be made on a region-by-region basis, and it's unclear how public health authorities would reach such a determination. However, the engineers stated definitively that the APIs were not intended to be maintained indefinitely.

Under the new encryption specification, daily tracing keys will now be randomly generated rather than mathematically derived from a user's private key. Crucially, the daily tracing key is shared with the central database if a user decides to report their positive diagnosis. As part of the change, the daily key is now referred to as the "temporary tracing key," and the long-term tracing key included in the original specification is no longer present. The new encryption specification also establishes specific protections around the metadata associated with the system's Bluetooth transmissions. Along with the random codes, devices will also broadcast their base power level (used in calculating proximity) and which version of the tool they are running. The companies are also changing the language they use to describe the project. The protocols were initially announced as a contact-tracing system, it is now referred to as an "exposure notification" system. The companies say the name change reflects that the new system should be "in service of broader contact tracing efforts by public health authorities."

Today, though, the company has officially unveiled the Motorola Edge and Edge+ with the Snapdragon 865, crazy cameras, and more. Here's what you need to know. The Motorola Edge+ is the true flagship of the two, offering a Snapdragon 865 processor, 12GB of RAM, 256GB of storage, and a 6.7-inch FHD AMOLED display that has a "waterfall" curve on either side, a hole-punch containing the 24MP selfie shooter, and a 90Hz refresh rate. The Motorola Edge+ also features wireless charging, 18W wired charging, and a triple camera system. There's a 108MP sensor to headline that array, but also a 16MP ultrawide shooter and 8MP telephoto lens. There's also a 5,000 mAh battery to ensure plenty of power. It even offers reverse wireless charging.

What about the regular Motorola Edge? That device makes pretty smart cuts to keep a lower price. It has the same display and overall design but uses a Snapdragon 765 to keep 5G and good performance. It's paired with Android 10 and either 4GB or 6GB of RAM and 128GB of storage on all models. There's also a 64MP camera backed up by the same 16MP ultrawide and 8MP telephoto shooters. The regular Edge does lose wireless charging, though for its 4,500 mAh battery. Here's one fun part of both of these phones. They still have headphone jacks. Both the Edge and Edge+ also feature 5G support (only sub-6 for the Edge), offer red or black colors, and use their curved displays for a few neat software tricks. Both are also promised at least one major Android upgrade, too.
As for pricing, the Motorola Edge+ will be available exclusively via Verizon for $1,000, or $41.66/month. The price of the regular Edge hasn't been announced yet, but it should be considerably cheaper and more broadly available.

Researchers Say They Caught an iPhone Zero-Day Hack in the Wild (vice.com) 31

In the summer of 2016, researchers at a digital rights organization and a cybersecurity firm announced they had caught one of the rarest fish in the cybersecurity ocean -- an in the wild attack against an iPhone, using unknown vulnerabilities inside Apple's vaunted operating system. Since then, only a handful of similar attacks have been caught and publicly disclosed. Now, a small startup said it has caught another one. From a report: ZecOps, a company based in San Francisco, announced on Wednesday that a few of its customers were targeted with two zero-day exploits for iOS last year. Apple will patch the vulnerability underlying these attacks on an upcoming release of iOS 13. "We concluded with high confidence that it was exploited in the wild," Zuk Avraham, the founder of ZecOps, told Motherboard. "One of [the vulnerabilities] we clearly showed that it can be triggered remotely, the other one requires an additional vulnerability to trigger it remotely."

"These vulnerabilities," ZecOps researchers wrote in a report they published Wednesday, "are widely exploited in the wild in targeted attacks by an advanced threat operator(s) to target VIPs, executive management across multiple industries, individuals from Fortune 2000 companies, as well as smaller organizations such as MSSPs." One of the two vulnerabilities, according to Avraham, is what's known as a remote zero-click. This kind of attack is dangerous because it can be used by an attacker against anyone on the internet, and the target gets infected without any interaction -- hence the zero-click definition. Vulnerabilities or exploits called zero-days are bugs in software or hardware that are unknown to their manufacturers and can be used to hack targets. They can be particularly effective attacks because they use flaws that are not patched yet, meaning there's no code deployed to specifically defend against them.

Samsung Wants To Rival the Human Eye With 600MP Camera Sensors (androidcentral.com) 61

Babu Mohan writes via Android Central: In an editorial published on the company's website, Yongin Park, who heads the Sensor Business Team at Samsung's LSI division, has revealed that his team is working on a camera sensor that will be able to capture more detail than the human eye. As noted in the article, the human eye is said to match a resolution of around 500 megapixels. Samsung, however, is working on bringing a 600MP camera sensor to the market, which could be used in various fields such as smartphones, autonomous vehicles, drones, and IoT. As you would expect, however, it will take a long time for the company to actually launch a camera sensor with such a high resolution.

A 600MP sensor would be massive in size, making it nearly impossible to fit inside a modern smartphone. In order to shrink the sensor, Samsung will have to reduce the pixel size, which would require the use of pixel binning tech to ensure the smaller pixels don't result in dull pictures. Samsung's 108MP ISOCELL Bright HM1 sensor uses its proprietary 'Nonacell technology,' which boasts a 3x3 pixel structure. This allows nine 0.8um pixels to function as one large 2.4um pixel to deliver impressive low-light performance.

2 Billion Phones Cannot Use Google and Apple Contact-Tracing Tech (arstechnica.com) 170

An anonymous reader quotes a report from Ars Technica: As many as a billion mobile phone owners around the world will be unable to use the smartphone-based system proposed by Apple and Google to track whether they have come into contact with people infected with the coronavirus, industry researchers estimate. The figure includes many poorer and older people -- who are also among the most vulnerable to COVID-19 -- demonstrating a "digital divide" within a system that the two tech firms have designed to reach the largest possible number of people while also protecting individuals' privacy.

The particular kind of Bluetooth "low energy" chips that are used to detect proximity between devices without running down the phone's battery are absent from a quarter of smartphones in active use globally today, according to analysts at Counterpoint Research. A further 1.5 billion people still use basic or "feature" phones that do not run iOS or Android at all. "In all, close to 2 billion [mobile users] will not be benefiting from this initiative globally," said Neil Shah, analyst at Counterpoint. "And most of these users with the incompatible devices hail from the lower-income segment or from the senior segment which actually are more vulnerable to the virus."
Ben Wood, analyst at CCS Insight, estimates that only around two-thirds of adults would have a compatible phone. "And that's the UK, which is an extremely advanced smartphone market," he said. "In India, you could have 60-70 percent of the population that is ruled out immediately."

The report adds: "Counterpoint Research is more optimistic, estimating that 88 percent compatibility in developed markets such as the US, UK, and Japan, while about half of people in India would own the necessary handset."

Huawei Caught Passing Off DSLR Photos As Being Taken With Smartphones (phonedog.com) 57

Huawei was recently caught passing off photos taken with a DSLR as ones shot with one of its phones. PhoneDog reports: Earlier this month, Huawei kicked off a contest for its Next Image community, and a video on Weibo included several high-quality photos and at the end said they were "taken with Huawei smartphones." As South China Morning Post notes, though, Weibo user Jamie-hua found that some of those photos were actually taken with a $3,500 Nikon D850 DSLR camera. The photos were found on 500px, an online photography site, and were taken by photographer Su Tie.

Huawei has since apologized and said that the photos were incorrectly marked due to "an oversight by the editor." The company has also updated its original promo video for the contest to remove the claim that the images were taken with Huawei phones.
This isn't the first time something like this has happened to Huawei. In 2018, an ad appeared to show that a selfie was taken with the Huawei Nova 3, but it was actually snapped with a DSLR.

Devs Might Be Able To Write Software On iPad, iPhone With Xcode For iOS (cultofmac.com) 77

macOS and iOS software developers will soon be able to code on an iPad or even iPhone, if an unconfirmed report is correct. iPadOS 14 and the iPhone equivalent will reportedly include support for Xcode, Apple's software development environment. Cult of Mac reports: This report comes from Jon Prosser, founder of YouTube channel Front Page Tech, who recently correctly predicted the launch date of the 2020 iPhone SE. On Monday, Prosser said via Twitter "XCode is present on iOS / iPad OS 14. The implications there are HUGE." Whenever anyone suggests that iPads have become as powerful as MacBooks, someone always asks, "Does it do Xcode?" The implication is that iPads are just toys -- only Macs are real computers. But if Prosser is correct, then devs will be able to use iPad or Mac, whichever they prefer. This is part of Apple steadily upgrading the capabilities of its tablets over years, especially the iPad Pro line. These now have USB-C ports, support for accessing external media, mouse support, etc. And top-tier iPad processors as powerful as Apple laptops.

SecurityWeek editor wiredmikey shares new that Jim Clark and Tom Jermoluk (past founders of Netscape, Silicon Graphics and @Home Network) "have launched a phone-resident personal certificate-based authentication and authorization solution that eliminates all passwords."

Security Week reports: The technology used is not new, being based on X.509 certificates and SSL (invented by Netscape some 25 years ago and still the bedrock of secure internet communications). It is the opportunity provided by the modern smartphone with biometric user access, enough memory and power, and a secure enclave to store the private keys of a self-certificate that never leaves the device that is new. The biometric access ties the phone to its user, and the Beyond Identity certificate authenticates the device/user to the service provider, whether that's a bank or a corporate network...

"When this technology was created at Netscape during the beginning of the World Wide Web, it was conceived as a mechanism for websites to securely communicate, but the tools didn't yet exist to extend the chain all the way to the end user," commented Jermoluk. "Beyond Identity includes the user in the same chain of certificates bound together with the secure encrypted transport (TLS) used by millions of websites in secure communications today...."

With no passwords, the primary cause of data breaches (either to steal passwords or by using stolen passwords) is gone. It removes all friction from the access process, takes the password reset load off the help desk, and can form the basis of a zero-trust model where identity is the perimeter.

Though they're first focusing on the corporate market, their solution should be available to consumers by the end of 2020, the article reports, which speculates that the possibility of pre-also installing the solution on devices "is not out of the question."

AT&T Gave FCC False Broadband-Coverage Data In Parts of 20 States (arstechnica.com) 28

An anonymous reader quotes a report from Ars Technica: AT&T falsely reported to the Federal Communications Commission that it offers broadband in nearly 3,600 census blocks spread across parts of 20 states. AT&T disclosed the error to the FCC in a filing a week ago. The filing provides "a list of census blocks AT&T previously reported as having broadband deployment at speeds of at least 25Mbps downstream/3 Mbps upstream that AT&T has removed from its Form 477 reports." The 78-page list includes nearly 3,600 blocks.

With Form 477 reports, ISPs are required to tell the FCC which census blocks they offer service in. The FCC uses the data to track broadband-deployment progress and, crucially, to decide which census blocks get government funding for deploying Internet service. AT&T falsely reporting broadband-data coverage could prevent other ISPs from getting that funding and leave Americans without broadband access. When contacted by Ars, AT&T said the mistake was caused by a software problem. "The updates to the census blocks address an issue with a third party's geocoding software. There has been no change to our service area and this doesn't affect the service we provide our customers," AT&T told Ars.

FCC To Approve 5G Network Despite Military Saying It Will Harm GPS (arstechnica.com) 56

An anonymous reader quotes a report from Ars Technica: The Federal Communications Commission is set to approve a new 5G cellular network despite claims from the Department of Defense that it will interfere with Global Positioning System (GPS) services. FCC Chairman Ajit Pai today asked fellow commissioners to approve an "application to deploy a low-power terrestrial nationwide network in the L-Band that would primarily support 5G and Internet of Things services." The application is from Ligado, formerly known as LightSquared, which for nearly a decade has sought permission to build a wireless network using frequencies near those used for GPS. A previous failure to obtain FCC approval helped push LightSquared into bankruptcy.

The FCC said its draft order would "ensure that adjacent band operations, including GPS, are protected from harmful interference." Pai said the FCC has "compiled an extensive record, which confirms that it is in the public interest to grant Ligado's application while imposing stringent conditions to prevent harmful interference." He continued: "Although I appreciate the concerns that have been raised by certain Executive Branch agencies, it is the Commission's duty to make an independent determination based on sound engineering. And based on the painstaking technical analysis done by our expert staff, I am convinced that the conditions outlined in this draft order would permit Ligado to move forward without causing harmful interference. For example, the draft order would authorize downlink operations at a power level that represents a greater than 99 percent reduction from what Ligado proposed in its 2015 application."
The base-station power reduction is "from 32dBW to 9.8dBW," and Ligado committed to a 23MHz "guard-band using its own licensed spectrum to further separate its terrestrial base station transmissions from neighboring operation," the FCC said. "As such, Ligado is now only seeking terrestrial use of the 1526-1536MHz, 1627.5-1637.5MHz, and 1646.5-1656.5MHz bands."

Ligado isn't competing directly against the big telecom giants. Instead, the company "plans to deliver custom private networks for industrial firms, service for [IoT] devices and unmanned systems, and connectivity for other business and government use cases," reports Ars. "Ligado could also supply capacity to the major wireless carriers."
