tsa shares a report from MacRumors: Starting early next year, iOS 14 will require apps to get opt-in permission from users to collect their random advertising identifier, which advertisers use to deliver personalized ads and track how effective their campaigns were. Ahead of this change, The Wall Street Journal reports that advertising companies and publishers have filed a complaint against Apple with France's competition authority, arguing that the enhanced privacy measures would be anticompetitive.

According to the report, the complaint alleges that the wording of Apple's permission prompt will lead most users to decline tracking of their device's advertising identifier, which could result in lost revenue. In August, Facebook warned advertisers that the prompt could lead to a more than 50 percent drop in Audience Network publisher revenue. In a statement, Apple reiterated its belief that "privacy is a fundamental right," adding that "a user's data belongs to them and they should get to decide whether to share their data and with whom." Apple said that its own data collection doesn't count as tracking because it doesn't share the data with other companies.

Amazon Argues Users Don't Actually Own Purchased Prime Video Content (hollywoodreporter.com) 140

When an Amazon Prime Video user buys content on the platform, what they're really paying for is a limited license for "on-demand viewing over an indefinite period of time" and they're warned of that in the company's terms of use. That's the company's argument for why a lawsuit over hypothetical future deletions of content should be dismissed. From a report: Amanda Caudel in April sued Amazon for unfair competition and false advertising. She claims the company "secretly reserves the right" to end consumers' access to content purchased through its Prime Video service. She filed her putative class action on behalf of herself and any California residents who purchased video content from the service from April 25, 2016 to present. On Monday, Amazon filed a motion to dismiss her complaint arguing that she lacks standing to sue because she hasn't been injured -- and noting that she's purchased 13 titles on Prime since filing her complaint. "Plaintiff claims that Defendant Amazon's Prime Video service, which allows consumers to purchase video content for streaming or download, misleads consumers because sometimes that video content might later become unavailable if a third-party rights' holder revokes or modifies Amazon's license," writes attorney David Biderman in the motion, which is posted below. "The Complaint points vaguely to online commentary about this alleged potential harm but does not identify any Prime Video purchase unavailable to Plaintiff herself. In fact, all of the Prime Video content that Plaintiff has ever purchased remains available."

Facebook Tells Academics To Stop Monitoring Its Political Ads (theregister.com) 63

couchslug shares a report from The Register: Facebook has ordered the end to an academic monitoring project that has repeatedly exposed failures by the internet giant to clearly label political advertising on its platform. The social media goliath informed New York University (NYU) that research by its Tandon School of Engineering's Online Transparency Project's Ad Observatory violates Facebook's terms of service on bulk data collection and demanded it end the program immediately. The project recruited 6,500 volunteers to install its AdObserver browser extension that collects data on the ads that Facebook shows them personally. It sends the information to the American university, allowing it to perform a real-time check that Facebook is living up its promise to clearly disclose not only who paid for political ads shown on the platform but also how much and when the adverts would be shown.

The Facebook Ad Library is a public collection of all adverts running on Facebook, and any not suitably labeled are flagged up by the university project using data obtained via the AdObserver extension. Facebook didn't like this one bit, and responded with a warning letter on October 16, the Wall Street Journal first reported. The Silicon Valley titan wants the academic project shut down and all data deleted by November 30. It seems the researchers aren't backing down. On October 22, they published the latest research showing 12 political ads that had slipped under the radar as non-political on Facebook, some of which are still running.

Google Search Rivals Urge EU To Revisit Android Antitrust Case (venturebeat.com) 15

A group of search engines from around the world are banding together to demand European Union regulators address Google's dominance in the online search market. They are also urging the EU to take a closer look at Google's controversial auction process. From a report: The news comes hot on the heels of the U.S. Department of Justice's (DOJ) antitrust case, which formally launched last week. The suit alleges that Google violates anti-competition laws by crowding out rivals in the internet search and advertising markets. DuckDuckGo (U.S.), Ecosia (Germany), Lilo and Qwant (France), and Seznam (Czech Republic) have penned an open letter to European Commission executive VP Margrethe Vestager asking her to take a "renewed look" at the policing of Google's search market dominance. As an initial step, the companies are calling for a trilateral meeting between themselves, the European Commission (EC), and Google to look at the issue of search engine competition in Europe and elsewhere. More specifically, Google's smaller rivals want to establish a more "effective preference menu," giving Android users an easier way to choose a default search engine when setting up their device for the first time.

The New York Times' looks at "a deal that controls the internet" — Apple's agreement to feature Google as the preselected search engine for iPhones, saying America's Justice Department views it "as a prime example of what prosecutors say are Google's illegal tactics to protect its monopoly and choke off competition..." The scrutiny of the pact, which was first inked 15 years ago and has rarely been discussed by either company, has highlighted the special relationship between Silicon Valley's two most valuable companies — an unlikely union of rivals that regulators say is unfairly preventing smaller companies from flourishing. "We have this sort of strange term in Silicon Valley: co-opetition," said Bruce Sewell, Apple's general counsel from 2009 to 2017. "You have brutal competition, but at the same time, you have necessary cooperation." Apple and Google are joined at the hip even though Mr. Cook has said internet advertising, Google's bread and butter, engages in "surveillance" of consumers and even though Steve Jobs, Apple's co-founder, once promised "thermonuclear war" on his Silicon Valley neighbor when he learned it was working on a rival to the iPhone. Apple and Google's parent company, Alphabet, worth more than $3 trillion combined, do compete on plenty of fronts, like smartphones, digital maps and laptops. But they also know how to make nice when it suits their interests. And few deals have been nicer to both sides of the table than the iPhone search deal.

Nearly half of Google's search traffic now comes from Apple devices, according to the Justice Department, and the prospect of losing the Apple deal has been described as a "code red" scenario inside the company. When iPhone users search on Google, they see the search ads that drive Google's business. They can also find their way to other Google products, like YouTube. A former Google executive, who asked not to be identified because he was not permitted to talk about the deal, said the prospect of losing Apple's traffic was "terrifying" to the company. The Justice Department, which is asking for a court injunction preventing Google from entering into deals like the one it made with Apple, argues that the arrangement has unfairly helped make Google, which handles 92 percent of the world's internet searches, the center of consumers' online lives...

[C]ompetitors like DuckDuckGo, a small search engine that sells itself as a privacy-focused alternative to Google, could never match Google's tab with Apple. Apple now receives an estimated $8 billion to $12 billion in annual payments — up from $1 billion a year in 2014 — in exchange for building Google's search engine into its products. It is probably the single biggest payment that Google makes to anyone and accounts for 14 to 21 percent of Apple's annual profits. That's not money Apple would be eager to walk away from.

In fact, Mr. Cook and Mr. Pichai met again in 2018 to discuss how they could increase revenue from search. After the meeting, a senior Apple employee wrote to a Google counterpart that "our vision is that we work as if we are one company," according to the Justice Department's complaint.
The article remembers Steve Jobs unveiling the iPhone in 2007 — and then inviting Google CEO Eric Schmidt onto the stage. Schmidt, who was also on Apple's board of directors, joked "If we just sort of merged the two companies, we could just call them AppleGoo."

He'd also added that with Google search on the iPhone, "you can actually merge without merging."

The U.S. Health Department Tried to Offer Early Vaccines to Shopping Mall Santas (wsj.com) 92

America's national health agency "halted a public-service coronavirus advertising campaign funded by $250 million in taxpayer money after it offered a special vaccine deal to an unusual set of essential workers: Santa Claus performers."

The Wall Street Journal reports: As part of the plan, a top Trump administration official wanted the Santa performers to promote the benefits of a Covid-19 vaccination and, in exchange, offered them early vaccine access ahead of the general public, according to audio recordings. Those who perform as Mrs. Claus and elves also would have been included....

The decision comes as the Covid-19 spread continues to accelerate in most states, and the vaccines are unlikely to be broadly available to the public before the holiday season. The coronavirus ad effort — titled "Covid 19 Public Health and Reopening America Public Service Announcements and Advertising Campaign" — was intended to "defeat despair, inspire hope and achieve national recovery," according to a work statement reviewed by The Wall Street Journal. It was to include television, radio, online and podcast announcements, starting immediately. The public-relations blitz began to fizzle after some celebrities, including actor Dennis Quaid, shied away from participating, a former White House official said, amid concerns that the campaign would be viewed as political rather than aiding public health....

[Former pharmaceutical lobbyist Alex Azar, now serving as America's Secretary of Health], has "ordered a strategic review of this public health education campaign that will be led by top public health and communications experts to determine whether the campaign serves important public health purposes," Health and Human Services officials said in a statement.

Santa's vaccines were the brainchild of Michael Caputo, a political strategist/lobbyist also appointed to America's Health and Human Services as assistant secretary, according to the Journal. But an HHS spokesman now tells them that the Santa "collaboration will not be happening."

They also get a quote from Ric Erwin, chairman of the Fraternal Order of Real Bearded Santas — who called the news "extremely disappointing." In a 12-minute phone call in late August, Mr. Caputo told Mr. Erwin of the Santa group that vaccines would likely be approved by mid-November and distributed to front-line workers before Thanksgiving.

"If you and your colleagues are not essential workers, I don't know what is," Mr. Caputo said on the call, which was recorded by Mr. Erwin and provided to the Journal. [In audio of the call published by the Journal, Santa responds by saying "Ho ho ho ho, ho ho ho. I love you."]

"I cannot wait to tell the president," Mr. Caputo said at another point about the plan. "He's going to love this." Mr. Erwin said on the call: "Since you would be doing Santa a serious favor, Santa would definitely reciprocate."

Mr. Caputo said: "I'm in, Santa, if you're in...."

Mr. Caputo said he wanted Santas to appear at rollout events in as many as 35 cities. In exchange, he said the Santas would get an early crack at inoculation.

Facebook Demands Shutdown of Research Project Into Its Targeting of Political Ads (morningstar.com) 41

"Facebook Inc. is demanding that a New York University research project cease collecting data about its political-ad targeting practices," reports the Wall Street Journal, "setting up a fight with academics seeking to study the platform without the company's permission." The dispute involves the NYU Ad Observatory, a project launched last month by the university's engineering school that has recruited more than 6,500 volunteers to use a specially designed browser extension to collect data about the political ads Facebook shows them. In a letter sent October 16 to the researchers behind the NYU Ad Observatory, Facebook said the project violates provisions in its terms of service that prohibit bulk data collection from its site. "Scraping tools, no matter how well-intentioned, are not a permissible means of collecting information from us," said the letter, written by a Facebook privacy policy official, Allison Hendrix. If the university doesn't end the project and delete the data it has collected, she wrote, "you may be subject to additional enforcement action...."

Facebook said it already offers more transparency into political advertising than either traditional media or rival social platforms, and that the automated collection of data from users' on-platform activity — even with their permission — poses an unacceptable privacy threat... What limitations on social media data scraping are enforceable has been the subject of litigation in recent years, with platforms arguing they have both a right and responsibility to prevent the unauthorized use of user-generated data.

The NYU project has already collected the targeting data behind more than 200,000 ads. Researchers say it has exposed areas where the publicly available archive of political ads Facebook created after the 2016 election is failing to log advertisements that should be in the system. Facebook said it has appreciated the NYU researchers' efforts to improve the ad library, but won't stand for violations of its rules. Laura Edelson, a researcher at NYU's Tandon School of Engineering who helps oversee the Ad Observatory project, said, "The only thing that would prompt us to stop doing this would be if Facebook would do it themselves, which we have called on them to do...."

Bot Generated Fake Nudes of Over 100,000 Women Without Their Knowledge, Says Report (forbes.com) 57

An anonymous reader quotes a report from Forbes: Around 104,852 women had their photos uploaded to a bot, on the WhatsApp-like text messaging app Telegram, which were then used to generate computer-generated fake nudes of them without their knowledge or consent, researchers revealed on Tuesday. These so-called "deepfake" images were created by an ecosystem of bots on the messaging app Telegram that could generate fake nudes on request, according to a report released by Sensity, an intelligence firm that specializes in deepfakes.

The report found that users interacting with these bots were mainly creating fake nudes of women they know from images taken from social media, which is then shared and traded on other Telegram channels. The Telegram channels the researchers examined were made up of 101,080 members worldwide, with 70% coming from Russia and other eastern European countries. A small number of individuals targeted by the bot appear to be underage. According to the report, the bots received significant advertising on the Russian social media website VK. However, the Russian social platform's press team told Forbes that these communities or links were not promoted using VK's advertising tools, adding "VK doesn't tolerate such content or links... and blocks communities that distribute them."

YouTube Is So Flooded With Political Ads It Can't Place Them All (bloomberg.com) 84

Less than two weeks before the U.S. election, some political campaigns are dealing with an unexpected obstacle on YouTube, the internet's largest video site: There isn't enough space to run their ads. From a report: Campaigns have flooded YouTube with commercials in search of voters they may not be reaching on television. Yet despite its nearly endless supply of video clips, YouTube has been struggling to place these ads in front of the desired audience. The site has a particular shortage of ad slots in critical swing states, causing prices to double in some instances. This makes political ads more lucrative for Google, which owns YouTube. The company saw advertising revenue dip earlier this year and is set to announce its quarterly earnings next week. The situation has sent smaller campaigns scrambling to find advertising opportunities elsewhere. "There's a crunch," said Cat Stern, media director for Lockwood Strategy Lab, a digital campaign agency focused on Democratic candidates and progressive advocacy organizations. "All political advertisers are buying in the same states, to similar audiences." She equated the commercial spree to the online spending binge during Black Friday and Cyber Monday.

Viewership has shot up on YouTube during the pandemic. While commercial advertising remains anemic, there has been a glut of political ads. Many political ad buyers are interested in YouTube's limited amount of commercials that viewers can't skip through. They're also vying for ads that YouTube sells based on reservations, which can be purchased in advance, like television slots, and run against YouTube's most popular videos. "The reserves tend to be gobbled up by well-funded campaigns," said Reid Vineis, vice president of digital at Majority Strategies, a Republican political ad firm. He has seen prices for some of these ads double in recent weeks. That has forced some campaigns, particularly small ones, to look at alternative digital video outlets such as Hulu and Roku.

Mozilla has a long and complicated history with Google. In recent years, Mozilla has launched countless privacy campaigns against the internet giant's various online properties, and just last month it introduced a new browser add-on to crowdsource research into YouTube's opaque recommendation algorithm. On the other hand, Mozilla relies heavily on royalties from a search engine partnership with Google. The duo recently extended their deal to make Google the default search engine inside Firefox in the U.S. and other markets, which will reportedly secure Mozilla up to $450 million over the next three years.

From a report: The DOJ suit, filed Tuesday, details several methods Google uses to make its search the default service on browsers, smartphones and other devices. That includes deals with Apple and Android manufacturers such as Samsung Electronics. Google also cut hefty revenue sharing agreements with major mobile carriers to box out competing search engines and browsers, the Justice Department said. In exchange for placing Google search as the default on phones, carriers received a portion of search advertising revenue. "If a carrier or manufacturer does not renew its revenue sharing agreement with Google, the distributor loses out on revenue share not only for new mobile devices but also for the phones and tablets previously sold and in the hands of consumers," the Justice Department said in the suit. "This provision is punitive to the carrier or manufacturer and helps to ensure that carriers and manufacturers will not stray from Google."

The Justice Department plans to accuse Google of maintaining an illegal monopoly over search and search advertising in a lawsuit to be filed on Tuesday, the government's most significant legal challenge to a tech company's market power in a generation, according to officials at the agency. From a report: In its suit, to be filed in a federal court in Washington, D.C., the agency will accuse Google, a unit of Alphabet, of illegally maintaining its monopoly over search through several exclusive business contracts and agreements that lock out competition, said the officials, who were not authorized to speak on the record. Such contracts include Google's payment of billions of dollars to Apple to place the Google search engine as the default for iPhones. The agency will argue that Google, which controls about 80 percent of search queries in the United States, struck agreements with phone makers using Alphabet's Android operating system to pre-load the search engine on their phones and make it hard for rival search engines to become a replacement. By using contracts to maintain its monopoly, competition and innovation has suffered, the suit with argue.

The suit reflects the pushback against the power of the nation's largest corporations, and especially technology giants like Google, Amazon, Facebook and Apple. Conservatives like President Trump and liberals like Senator Elizabeth Warren have been highly critical of the concentration of power in a handful of tech behemoths. Attorney General William P. Barr, who was appointed by Mr. Trump, has played an unusually active role in the investigation. The Verge's senior news editor complains that without permission, Windows 10 restarted to install "unsolicited, unwanted web app versions of Word, PowerPoint, Excel and Outlook onto my computer." OK, it's not as bad as when my entire computer screen got taken over by an unwanted copy of Microsoft Edge. That was truly egregious. No, this time Microsoft is merely sneaking unwanted web apps onto my PC — and using my Windows 10 Start Menu as free advertising space. Did I mention that icons for Microsoft Office apps have magically appeared in my Start Menu, even though I've never once installed Office on this computer?

These aren't full free copies of Office, by the way. They're just shortcuts to the web version you could already access in any web browser of your choice, which double as advertisements to pay for a more fully featured copy... They're the latest proof that Microsoft doesn't respect your ownership of your own PC, the latest example of Microsoft installing anything it likes in a Windows update up to and including bloatware, and the latest example of Microsoft caring more about the bottom line than whether a few people might lose their work when Windows suddenly shuts down their PC. Luckily, I didn't lose any work today, but a friend of mine recently did...

Microsoft seems to think our computers are free advertising space, a place where it can selfishly promote its other products — even though they were told roundly in the '90s that even bundling a web browser was not OK. Now, they're bundling a browser you can't uninstall, and a set of PWA web apps that launch in that same browser. (Yes, they fire up Edge even if you've set a different browser as default.)

The conversations — amid preparations for an antitrust legal battle that the Department of Justice is expected to begin in the coming weeks — could pave the way for the first court-ordered break-up of a U.S. company in decades. The forced sales would also represent major setbacks for Google, which uses its control of the world's most popular web browser to aid the search engine that is the key to its fortunes.

Discussions about how to resolve Google's control over the $162.3 billion global market for digital advertising remain ongoing, and no final decisions have been made, the people cautioned, speaking anonymously to discuss confidential discussions. But prosecutors have asked advertising technology experts, industry rivals and media publishers for potential steps to weaken Google's grip... A major antitrust report that the House Judiciary Committee released this week found that Chrome's market share allows Google to "effectively set standards for the industry," an issue of particular relevance as Chrome phases out cookies. "Google's ad-based business model can prompt questions about whether the standards Google chooses to introduce are ultimately designed primarily to serve Google's interests," the House report said. Friday Politico reported the antitrust suit against Google is likely to be filed "early next week, but without the sign-on of any Democratic attorneys general, four people familiar with the case said Friday — upending the Trump administration's hopes to enlist bipartisan support for its fight against the internet giant..."

Instead a bipartisan group of states "expects to file an antitrust complaint challenging Google's search practices at a later date, the people said. That group, led by Democratic attorneys general in Colorado and Iowa along with Nebraska's Republican attorney general, has expressed concern about what they view as the Justice Department's narrow approach to the case, the people said. Filing a separate suit would allow more leverage if the Department of Justice negotiates a settlement with Google they don't like, they said."

Amazon To Escape UK Digital Services Tax That Will Hit Smaller Traders (theguardian.com) 58

Amazon will not have to pay the UK's new digital services tax on products it sells directly to consumers but small traders who sell products on its site will face increased charges. From a report: The tax, which aims to get tech companies such as Amazon, Google and Facebook to pay more tax in the UK, is forecast to eventually bring in about $645 million annually to the exchequer. Amazon has already stated that the 2% tax on revenues made in the UK will be passed on to sellers but it will not be adding the charge to the cost of advertising on its platform.

According to a report in the Times, Amazon, which paid only $18.5 million in corporation tax on total UK revenues of $17.7 billion last year, will not have to pay the tax on goods it sells directly. The new tax is not being levied on sales, which would also penalise online retailers such as Tesco and John Lewis, but on the service fees that companies such as Amazon and Google charge third parties. With Amazon's third-party sellers facing a 2% rise in the amount they pay, the US retailer is effectively getting a price advantage on competing goods it sells directly to consumers. "This seems to me to be absolutely outrageous," said Lord Leigh of Hurley, the Conservative peer and former party treasurer, in the House of Lords. "It is clear that the UK government is not taxing Amazon properly and is allowing it to avoid tax on its own sales through the marketplace."

UK Ad Authority Bans Misleading Homescapes and Gardenscapes Ads (bbc.com) 68

An anonymous reader quotes a report from the BBC: Two misleading ads for mobile games that bear little relation to the actual product have been banned by the Advertising Standards Authority (ASA). The ads, for the Homescapes and Gardenscapes games, both come from developer Playrix. They showed a game where users pull pins in a specific order to solve a puzzle -- though the actual games had totally different "core gameplay." The ASA said the ads should not be used again.

Homescapes and Gardenscapes both use the same core gameplay loop: a home or garden needs to be renovated, and players earn the resources they need by playing a "match three" type game -- similar to other popular games such as Bejewelled or Candy Crush. Both Homescapes and Gardenscapes are hugely popular, with more than 100 million app installs each from the Google Play store. But the games have often used ads that show a multiple-choice type puzzle to avert a catastrophe, or, more recently, the pin-pulling puzzle type. Two Facebook ads for Homescapes and Gardenscapes, from March and April this year, were referred to the ASA for being misleading. Despite a brief warning at the bottom of the video that "not all images represent actual gameplay", the ASA sided with the seven people who complained.

"Most users don't seem to realize the severity of the risks they're subjecting themselves to while using hotel Wi-Fi networks," writes Windows Report, noting that America's FBI "issued a Public Service Announcement concerning the risks of using hotel Wi-Fi networks while teleworking." Apparently, more and more U.S. hotels started advertising room reservations during the daytime for those who seek a distraction-free environment. This comes as a blessing for teleworkers who can't seem to focus on their work environment while at home. On the other hand...there are a few quite serious risks you may expose yourself to while using Wi-Fi networks in hotels:

- Traffic monitoring: Your network activity could be exposed to a malicious third-party

- Evil Twin attacks: Cloning the hotel network, misleading clients to connect to the fake one instead

Among other things, the FBI points out: Guests generally have minimal visibility into both the physical location of wireless access points within the hotel and the age of networking equipment. Old, outdated equipment is significantly more likely to possess vulnerabilities that criminal actors can exploit. Even if a hotel is using modern equipment, the guest has no way of knowing how frequently the hotel is updating the firmware of that equipment or whether the hotel has changed the equipment's default passwords. The hotel guest must take each of these factors into consideration when choosing whether to telework on a hotel network.

240+ Android Apps Caught Showing Out-of-Context Ads (zdnet.com) 8

Google has removed this summer more than 240 Android apps from the official Play Store for showing out-of-context ads and breaking a newly introduced Google policy against this type of intrusive advertising. From a report: Out-of-context ads (also known as out-of-app ads) are mobile ads that are shown outside an app's normal container. They can appear as popups or as fullscreen ads. Out-of-context ads are banned on the Play Store since February this year, when Google banned more than 600 apps that were abusing this practice to spam their users with annoying ads. But despite the public crackdown and ban, other apps showing out-of-context ads have continued to be discovered -- such as in June this year. The latest of these discoveries come from ad fraud detection firm White Ops. In a blog post today, the company said it discovered a new cluster of more than 240+ Android apps bombarding their users with out-of-context ads -- but made to look like they originated from other, more legitimate applications.

Google Wants YouTube To Become a Shopping Destination (bloomberg.com) 36

Every toy, gadget and good you see on YouTube could soon be for sale online -- not on Amazon, but right on YouTube itself. From a report The world's largest video site recently started asking creators to use YouTube software to tag and track products featured in their clips. The data will then be linked to analytics and shopping tools from parent Google. The goal is to convert YouTube's bounty of videos into a vast catalog of items that viewers can peruse, click on and buy directly, according to people familiar with the situation. The company is also testing a new integration with Shopify for selling items through YouTube. A YouTube spokesperson confirmed the company is testing these features with a limited number of video channels. Creators will have control over the products that are displayed, the spokesperson said. The company described this as an experiment and declined to share more details. The moves have the potential to transform YouTube from an advertising giant into a new contender for e-commerce leaders such as Amazon and Alibaba.

Facebook Widens Ban On Political Ads As Alarm Rises Over Election (nytimes.com) 105

An anonymous reader quotes a report from The New York Times: On Wednesday, Facebook said it would take more preventive measures to keep political candidates from using it to manipulate the election's outcome and its aftermath. The company now plans to prohibit all political and issue-based advertising after the polls close on Nov. 3 for an undetermined length of time. And it said it would place notifications at the top of the News Feed notifying people that no winner had been decided until a victor was declared by news outlets. "This is shaping up to be a very unique election," Guy Rosen, vice president for integrity at Facebook, said in a call with reporters on Wednesday.

Facebook is doing more to safeguard its platform after introducing measures to reduce election misinformation and interference on its site just last month. At the time, Facebook said it planned to ban new political ads for a contained period -- the week before Election Day -- and would act swiftly against posts that tried to dissuade people from voting. Mr. Zuckerberg also said Facebook would not make any other changes until there was an official election result. But the additional moves underscore the sense of emergency about the election, as the level of contentiousness has risen between Mr. Trump and his opponent, Joseph R. Biden Jr. On Tuesday, to help blunt further political turmoil, Facebook also said it would remove any group, page or Instagram account that openly identified with QAnon, the pro-Trump conspiracy movement. "We believe that we have done more than any other company over the past four years to help secure the integrity of elections," Mr. Rosen said.
