You can use the quality of design as a proxy for the culture at Google. If they're producing garbage then something must be seriously wrong at Google with the organizational structure. A good company wouldn't make such low quality products.
Probably they got diversity hires to do all the design. Hired for their protected characteristics instead of their ability. I know they did that for a particular YouTube redesign, but can't confirm that it's happening with Android though.
Or the previous design was done by a team of predominantly white males. As such, every aspect of it is offensive and must be replaced by something that is completely different. It does not have to be good, just different in order to right the wrongs of the past and create an equitable, inclusive, and safe experience.
