In the case of the DC protests, basically a handful of lunatics just forced their way in the building with no clear plan of what they would do after, and a bunch of people followed after because it was just wide open at that point and a cool photo op.
There was never any serious attempt to take over the government in the DC protests, most people were there originally just to march.
Many of them had an objective which amounted to a coup (what else would you call getting the guy who lost the election into office rather then the winner?). The ultimate "hold my beer" moment. They hadn't thought it out enough to have a coherent plan.
But we don't let someone off the hook if they spontaneously decide to hold up the liquor store just because they hadn't properly thought it through.
We as a people also tend not to have much sympathy when the "hold my beer" guy jumps into a bear exhibit at the zoo to prove his skills at wrestling.
