I'm kinda lost as to how one can assume this is 'willful' ignorance. This isn't people arguing with their doctor about vaccines because they assume Jenny McCarthy knows better. People being suckered in by this have been exposed to misinformation that, to someone who doesn't know how these things work, sounds plausible enough. Not everyone has a decent science education, and that lack of understanding does not justify robbing them of part of their almost certainly minimal income.
Sorry, but believing that a cellphone tower mast causes a virus infection (on you, not your phone, which would at least be understandable, if still impossible) is a special kind of stupid that warrants paying a dunce fine.
I assume you would be perfectly willing to say to the face of some kindly old person that, because they lack understanding of how cellular signals actually work due to growing up at a time when the concept of mobile phone technology may as well have been actual magic, it's their own damn fault when some miscreant scares money out of them.
