The deal will undoubtedly provoke scrutiny by the Federal Communications Commission and the Department of Justice, they acknowledge. Who loses? 'This [deal] is another nail in the coffin for Sprint," said Michael Voellinger, an analyst at Telwares in Parsippany, N.J.
